Proposal Summary

The Board of County Commissioners ("Board")  voted 2-1 to approve the Applicant's requested Comprehensive Plan Amendment (AG to RREA) and Zone Change (EFU to MUA10). However, the County's decision was appealed to the Land Use Board of Appeals ("LUBA") and LUBA remanded the County's decision back for further review (ref. LUBA No. 2025-015). The Applicant has initiated the required remand proceedings to address the following issues on remand:

  1. Alleged Inconsistency with Deschutes County Comprehensive Plan ("DCCP") Policy 3.3.1 and DCC 18.32.040(A); and
  2. Complete Analysis Regarding Proposed Farm Uses on the Property

Proposal Status

The Board held a hearing on Wednesday, January 28, 2026, and established the following post-hearing open record deadlines:

  • New Evidence & Testimony – Wednesday, February 4th at 4 pm
  • Rebuttal Evidence & Testimony – Wednesday, February 11th at 4 pm
  • Applicant Final Argument – Wednesday, February 18th at 4 pm

Electronic submittals must be received by the County’s server by 4pm on the date of the deadline established above.

The Board will conduct deliberations in early March 2026.
