Deschutes River Mitigation and Enhancement Committee
In 1991 the Central Oregon Irrigation District (COID) was permitted construction of a hydroelectric power plant (FERC License Application No. 3571). Consequently, the irrigation district is required to contribute annual grant funding to the Oregon Department of Fish and Wildlife (ODFW) to assist with restoration projects in the Upper Deschutes River. As such, the Deschutes River Mitigation & Enhancement Committee acts as an advisory committee in the distribution of grant funding.
For the last several years, these funds have been used by the Oregon Department of Fish and Wildlife for monitoring efforts until stream flows reach the levels agreed upon in the Deschutes Basin Habitat Conservation Plan. Once flows reach these targets, the committee will consider funding restoration projects.
