Proposal Status
The applications were received by the Planning Division on July 13, 2022. A public hearing was conducted by a Deschutes County Hearings Officer on March 21, 2023. In June 2023, the Hearings Officer's recommended denial of the applicant's request unless the Applicant demonstrates the requested Comprehensive Plan Amendment and Zone Change are consistent with Statewide Planning Goal 5.
The Board of County Commissioners (BOCC) conducted a second hearing on June 12, 2024 and signed Ordinance No. 2025-003 approving the Plan Amendment and Zone Change. The County's decision was appealed by Central Oregon LandWatch to the Land Use Board of Appeals (LUBA). LUBA has been remanded the County's decision back for further review (ref. LUBA No. 2025-034). On October 15, 2025, Central Oregon LandWatch filed a petition for the Oregon Court of Appeals to review LUBA's decision. This review is pending.
