Deschutes County Transportation System Plan 2020-2040

Proposal Summary

The County is requesting a Plan Amendment and Text Amendment to update the 2010-2030 Deschutes County Transportation System Plan (TSP) and accompanying map to 2040. The 2020-2040 TSP will provide new traffic volumes and prioritize improvement projects including but not limited to: motor vehicles, bicycles, and pedestrians; new goals and policies; and resetting the functional reclassifications of selected County roads. 

Proposal Status

The Deschutes County Planning Commission held a public hearing on August 10, 2023 and held deliberations on October 12, 2023. At the conclusion of the Planning Commission's deliberations, the Commissioners voted to recommend approval of the draft Transportation System Plan, as amended through the deliberation process. The Planning Commission's recommendation was presented to the Board of County Commissioners (BOCC) during a November 29, 2023 public hearing with an open record period extended until December 6, 2023 for additional testimony. On January 10, 2024, the BOCC elected to reopen the record through Board Order # 2024-003, allowing for additional materials in record until January 31, 2024 at 4:00PM. Following the reopened record period, the BOCC began deliberations on the proposal on February 7, 2024 and continued deliberations on February 14, 2024. During the February 14, 2024 deliberations meeting, the BOCC voted to approve the draft TSP with amendments as detailed by the Commissioners. The Board held first reading (by title only) of Ordinance 2023-017 on March 6, 2024 and second reading of Ordinance 2023-017 on March 20, 2024. The approved TSP will become effective on June 18, 2024, 90 days after the Board's approval.
