2^nd Elevated Decks: R327.3.4.4 contains no 12’ exception for the underside of elevated structures. This means the underfloor of all elevated decks requires protection. Deck and porch covers for elevated decks are also subject to the protection requirements when 12’ or less from the walking surface below.

Side note: R327 provides no code requirements for the stair assemblies to elevated decks or landings, per BCD, stairs exempt.

3^rd The exposed underside of rafter or truss eaves and enclosed Soffits with any portion under 12’ from grade - required to be protected. This is a vulnerable area for embers and heat to accumulate. Truss/Rafter tails will most likely need to be either fire protected or enclosed.

A Deed of Reconveyance is a document that typically releases a security interest held by a lender (i.e., a loan was paid). We recommend you always confirm with the lender that an obligation is satisfied.

You will not receive a new deed as the original deed was issued at the time you purchased your property. However, you should receive a satisfaction of mortgage or deed of reconveyance from your mortgage company.

All cellular and VoIP phone subscribers within Deschutes County's service district who wish to receive Target Notifications. Subscribers’ cellular and VoIP information will be kept in a separate database, so that if subscribers are already in the 9-1-1 landline database their information will not be changed.

The federal government and the state of Oregon have implemented laws and regulations affecting Deschutes County. In addition, the Deschutes County Board of Commissioners have established policies and procedures for County management to follow in serving the citizens of Deschutes County. Further, the Board has entered into contracts and agreements and has expended public funds to provide these services.

Because these activities are very important, an independent internal auditor is needed to evaluate whether management has met its responsibilities in complying with laws, regulations, policies, procedures, contracts, and agreements. In addition to evaluating these areas, the internal auditor also recommends areas for improvement to each audited Department.

The internal auditing process can identify areas where economy and efficiency could be improved thereby reducing cost and/or liability to the County. It can also show how losses of assets and taxpayer funds can be prevented. An internal auditing process can make recommendations for better utilization of human resources. 

Independence is paramount in performing the internal audit function since it provides an atmosphere of objectivity and uninhibited appraisal.

The County Administrator is appointed by the Board of County Commissioners and is responsible for management of all County departments. The County Internal Auditor is appointed and serves at the pleasure of the County Administrator in consultation with the Audit Committee and Board. The Audit Committee, formed by policy, is comprised of four to six public citizens and three County officials. They identify and approve the direction of audits as well as meet with County departments on the results of all audits.

The Audit Committee protects the independence of the County’s Internal Auditor by ensuring the findings are not influenced by the County Administrator or the Board of County Commissioners.

A person could become infected with the HIV virus if they came in contact with infected fluids from another person. The fluids that pass the HIV virus are semen, vaginal fluids, blood and breast milk. People can NOT get HIV from hugging, kissing, sharing drinking glasses, and shaking hands with someone who has HIV.

We are working to improve public safety within Deschutes County. For some time, emergency service agencies, County/City agencies, school districts, delivery services, and other organizations that rely on accurate location information have found:

• Roads that do not exist on maps of the area
• Some road locations and road names are shown incorrectly on local maps.
• There are multiple rural homes using a single easement or driveway to access a main road.
• Some residence addresses are not in the correct number range or on the wrong side of the road.

These problems can cause a delay in service; a potentially dangerous situation in an emergency. All of these issues and their possible solutions have been discussed by concerned agencies. It was the consensus of this group that these public safety issues should be addressed immediately.

The internal audit process consists of planning, data gathering, testing, summarizing, evaluating, and reporting. As part of the planning stage, an initial meeting is held with the Department to be audited. The culmination of fieldwork results in a draft audit report, which includes the audit's purpose, scope of work, background, overall evaluation, and applicable findings. (Findings are instances of non-compliance with laws and regulations, internal control weaknesses, and areas where economy and efficiency can be improved.) Each finding should have five elements to it including: condition, criteria, cause, effect, and recommendation.

After the fieldwork is completed, a thorough quality review of the audit workpapers and draft report is performed to ensure that work was performed as planned and is properly documented. The draft report is reviewed to ensure that conclusions and findings are supported by evidence obtained through inquiry, observation, and third parties.

A draft audit report is presented to County Department management for review and discussion. Under Deschutes County policy (GA-15 - Responding to Report, Study and Audit recommendations), the auditee is allowed two weeks to provide a written reply to the findings and recommendations. Once the response is received, the County Internal Auditor reviews it for adequacy and possible rebuttal. If none is warranted, management's response is attached as an exhibit to the audit report. The audit report is then issued. Copies are routinely issued to affected management, the Audit Committee, the County Administrator, and the Board of County Commissioners. 

At the Audit Committee meetings (each quarter), reports are discussed with the applicable Departments that have been audited. Within a year after the audit is issued a follow-up is performed to determine the status of the recommendations.

Yes. No matter where you are physically located, you will only receive calls for emergencies that affect the address entered into the website. So if you are on vacation in a different state you will still receive a phone call if the address you entered is affected by an emergency.

Every dog in Oregon is required to be licensed per ORS 609.100. When a dog reaches the age of six months or develops permanent canine teeth, whichever is longer, a license is required.

No. Applications must be reviewed under one selected set of standards: either clear and objective or discretionary. If you choose to switch standards after applying, it will require as a modification under DCC 22.20.055 and incur an additional fee.

Eligible properties are limited to a single ADU onsite. When establishing an ADU, if a property already contains a lawfully established guest house, temporary hardship dwelling, or similar secondary residential use, they will be required to convert eligible structures to an ADU or to an accessory building which does not contain living quarters through the development review process.

Snow plowing will commence with the accumulation of four (4) inches of snow. This amount may be modified if a determination is made by the County that warrants initiating snow plowing with less than four (4) inches of accumulation.

The clinic at the doc provides a wide range of health and wellness services, including treatment for illnesses and injuries, exams, labs, immunization and other services. The clinic offers convenient hours, some same day appointments and no out-of-pocket costs to patients.

The pharmacy at the doc offers reduced copays for prescriptions: Generic: $2 (30 days), $4 (90 days), Brand in Formulary: $20 (30 days), $40 (90 days), Brand Not in Formulary: $40 (30 days), $80 (90 days)

Any occupancy or right to occupancy by a person other than the owner for 30 consecutive calendar days or less.

Deschutes County employees and their eligible dependents who are enrolled in the County Medical Plan who have been diagnosed with Type 1 or Type 2 Diabetes are eligible to enroll in the Livongo program. 

An extensive network of preservation agencies at the national, state, and local levels coordinates public and private efforts to identify, evaluate, and protect our cultural and historic resources. The National Register of Historic Places was created to catalog and protect properties worthy of preservation because of their significance to our nation’s history, architecture, landscape, archeology, engineering, and/or culture. The Deschutes County HLC maintains a similar catalog of properties that contribute to the historic fabric of the county.

CDD has different service windows for different types of service. A permit technician at CDD’s reception desk determines the appropriate service window for each customer. We then assist customers at their assigned window on a "first come, first served" basis. Under this system, we may serve a customer who has a simple, 5-10 minute transaction at the "express" window, before we serve a customer needing a 30-60 minute planning transaction who arrived earlier, but is second in line for the "planning" window.

Testing for HIV is done by a blood draw or finger stick.

You always have the right to call and inquire as to the status of the case and what the outcome is. When the case is resolved, the Juvenile Department will send you an outcome letter along with a summary of the conditions the youth are obligated to abide by and complete. We will also send victim services survey when the case is closed. It is very important to keep your address updated with the Juvenile Department. If you do NOT wish to receive any communications, please let us know. It is your choice.

You may notice field crews from the Fire, Sheriff, or Police Departments collecting information in your neighborhood. These agencies are interested in obtaining accurate information about your road and house location in order to better serve you in times of emergency. You may already be aware of areas where finding an address has more to do with luck than logic. If you know of any of these areas, you can help by contacting us. In an effort to increase public safety, these high risk areas will be targeted first.

The assessed value of a property shall be the lower of the property’s real market value or the property’s maximum assessed value.

CDD implements State of Oregon statutes and policies and county ordinances adopted to protect human health and safety and the environment. The permits we issue and the inspections we conduct are required to assure that the requirements of those statutes and ordinances are met.

In most cases it will.  In order to enter the Mental Health Court program, the defendant is required to make an initial guilty plea.  Upon successful completion of the program, a defendant’s charges will be dismissed unless another agreement has been made with the District Attorney or if prohibited by law, such as DUIIs. 

Online payments are not available for SkidCar Training. Payment must be provided to the instructor in the form of a check or money order made payable to Deschutes County on the day of the training.

It depends on where your land is located, how big your parcel of land is and what you plan to do. All marijuana-related land use in Deschutes County requires approval. To obtain that approval, you will need to submit a land use application to the County’s Community Development Department.

Beginning on Sept. 1, the County will accept land use applications for:

• Medical marijuana processing and dispensaries and
• Recreational marijuana production, processing, wholesaling and retailing

Applicants must complete a land use application, review and approval process to legally move forward with their intended use (processing, production, wholesaling, retailing, etc.). 

Yes, individuals who use an insulin pump can still use the Livongo program. Insulin pumps do not require a specific meter for them to function as designed, however, several of pumps have direct integration with specific meters. This integration enables the blood glucose reading to be automatically sent from the meter to the pump which saves the individual the extra step of entering their blood glucose value that they get from a stand alone meter into the insulin pump. 

Pump supplies are separate and different from blood glucose checking supplies and are outside of our service. An individual using an insulin pump may choose to join the Livongo Program and use our meter and receive our blood glucose checking supplies - but still go through their current method to obtain supplies specifically for their insulin pump. 

CDD’s operation is paid for entirely by fees. Many fees are set by the State of Oregon. Some are set by the county. All fees are calculated to cover the estimated cost of time required for our staff to process an application and inspect work, plus other costs such as office overhead, transportation and data management. In addition, we calculate building permit fees based on the average building cost per square foot.

Divorce and marriage filing fees for Deschutes County cover the cost of providing three mediation sessions.

Property owners and managers of properties affected by the restrictions should take reasonable steps to terminate the current occupancy of any guests not exempted by the order. No new occupancies in violation of this order may be rented. 

A parent cannot have their child placed in detention. Strict legal standards determine when a juvenile offender is eligible for detention. Only the court or the court’s designee can authorize placement of a youth into a juvenile detention facility.

The test is looking for HIV antibodies which the body makes when it is trying to fight an HIV infection. A person who has been exposed to HIV will most likely develop antibodies within three months of becoming infected.

Sanctions will be used in proportion to the gravity of the non-compliance. (Examples of non-compliance include: Missed treatment appointments or court dates, dishonesty, positive urinalysis, and a poor attitude in treatment or in court).  Sanctions may include additional court appearances, development of lists or other written plans to deal with treatment-interfering behavior, time required to sit in court, community service, jail time, and other appropriate sanctions. If the defendant commits a new crime or has repeated willful violations, they may be terminated from the program. 

If you have not received your ballot within a week after they are mailed, call your county election office. They will check that your voter registration is current. If it is, they will mail you a replacement ballot provided the request is received with sufficient time for mailing.  Otherwise, you may pick up a replacement ballot in person at your county election office.

The maximum assessed value shall equal 103 percent of the property’s assessed value from the prior year or 100 percent of the property’s maximum assessed value from the prior year whichever is greater.

There are 5 transfer stations and only one landfill in Deschutes County. Each transfer station seeks to provide safe disposal of waste for county residents and opportunities to conserve resources through recycling opportunities for cardboard, mixed recycling and glass. All Deschutes County waste, whether received by transfer stations or hauling companies, is currently transported to Knott Landfill, 620 tons per day.

A road must be checked and approved by the Road Department before a permit or liability release form can be sent to the applicant.

You may be required to attend the Seminar for Divorcing Parents. Parents who have attended the seminar will be better prepared for mediation.

A property owner must sign and record a Restrictive Covenant with the County Clerk for each lot where a TDC is sold. This document indicates the allowed and prohibited uses on the property. The restrictive covenant will "run with the land." Future property owners will be responsible for meeting its terms.

If the defendant commits a new crime or has repeated willful violations, they may be terminated from the program. The original charges are then referred back to criminal court where they will be sentenced. The charge will then remain on the defendant’s record

Measure 50, passed in 1997, cut taxes, introduced assessed value growth limits, and replaced most tax levies with permanent tax rates. If restitution has been court ordered or agreed to in a Formal Accountability Agreement (FAA), you will receive notification. The payments will be mailed to you. It is very important you keep your address updated with the Juvenile Department. While every case is different, it is important to know that a youth's ability to pay restitution can vary from one person to another.

As of July 1, 2023, the cost for a license in Deschutes County increased to cover cost of administering the dog licensing program. The license fee was last changed in 2013. The County now offers discounts for multi-year licenses as well as senior citizen discounts (62 & over) on spayed and neutered dogs.

No; RV rental dwellings are not allowed in resource zones under state law.

Yes, individuals who are 15 years or older and have a learner’s permit are eligible to participate in SkidCar Training.

Refunds are not provided on dog licenses in Deschutes County once the license has been issued regardless if you move out of the County or your dog passes away. Please take this into consideration when purchasing a multi-year license.

You will receive a voters' pamphlet from the Secretary of State for statewide elections. Many counties also produce a local voters' pamphlet which is either included with the state pamphlet or mailed separately. In special elections, the county may include the pamphlet with the ballot.

Visit the National Archives and Records Administration website to request your records online, or come into the Deschutes County Veterans Service Office to fill out Standard Form-180.     

We require a minimum of two litter pickups a year but more frequent pickups are welcome.

Staff will research County property and permit records upon a request for verification of eligibility by an interested property owner. This request may be written or by phone. There is no fee for the request. Staff will check County records and confirm the number of TDCs for which a property qualifies.

Your child's education is important! A good place to start is by scheduling a meeting with school officials. Try to identify and address all barriers to your child's success. Ask for help from friends, other family members or a pastor if you attend church. As you take on this task, commitment, good communication and coordination is necessary on your part.

In 2015, the HLC adopted the Deschutes County & City of Sisters Historic Preservation Program 2015-2020 Strategic Plan.  The strategic plan provides a framework for shaping the county and City of Sisters’ preservation programs and services over the next five years and creates a blueprint for allocating Certified Local Government (CLG) grant funding.

Other future projects include on-going research and designation of eligible sites and districts as local landmarks, public education and community outreach programs, and the integration of historic preservation with community planning and development activities.

All services provided at Deschutes County Health are based on a sliding scale dependent on income.

First a TDC Report is ordered to ensure that the property is free of liens. The County will pay for these reports. Any liens will need to cleared by the seller, except for mortgage liens. Recording the Restrictive Covenant described above is the final step. The documents necessary to complete a TDC transaction will be prepared and recorded by the County after receiving your signature. A check will be sent to you upon recording of the Restrictive Covenant.

Anyone representing the youth is permitted to talk with you only if you agree. You do have the right to refuse to speak to an attorney or private investigator for the alleged youth offender. If you decide that you would like to speak with the juvenile's attorney or private investigator, you may request to have a Deputy District Attorney present.

The HLC is staffed by the Deschutes County Planning Division of the Community Development Department with offices located in Bend.  The staff and commissioners are happy to answer any questions you may have about historic preservation. Lists of locally and nationally designated historic resources are available upon request. The HLC business meetings and public hearings are held quarterly. The public is welcome to attend. Yes; Deschutes County Code has several temporary allowances for RVs, but no other allowances for RVs as permanent dwellings. Contact the Planning Division for more information on the temporary allowances. 

We have 4 supply stations in different sections of the county for our adoptees. Each contains safety vests, litter patrol signs for checking out, litter bags, and hazard marker flags.

Consistent and correct condom use every time you have sex is an effective way to prevent becoming infected or spreading HIV.

For persons who inject drugs, using clean syringes and drug equipment for each injection greatly reduces the chances of becoming infected with or spreading HIV or Viral Hepatitis. Create a profile on the Oregon Home Care Commission registry at https://or-hcc.org.  This is a great website designed to connect potential Employers and PSW’s.  PSW’s can “advertise” themselves by creating a profile; Employers can then search all PSW’s.  Employers can create a “help wanted” ad which PSW’s can then browse and respond to.  To access the registry, PSW’s must have their provider number (meaning they have a current Criminal History Check and Provider Enrollment Agreement).  Please note, the registry is run by Oregon Home Care Commission and is separate from the Deschutes County office.
Tip: When using the registry, enter LESS search criteria to bring up MORE results.
NOTE: If you find a client to work with, the next step is to contact Deschutes County for a new packet of paperwork.  The PSW may NOT begin working until this paperwork is completed, as they must get set up with that new client specifically.  This does not take long as we usually do not have to wait for a new Criminal History Check.

No, the center is staffed and operated by Premise Health and is managed just as any licensed medical office in the community.

Once accepted into MHC, the typical participant attends review hearings about once every 30 days.  As a person makes progress in their treatment, the review hearings are decreased to about once every 60 to 90 days.  If a participant suffers a setback, the review hearings may be increased again. If necessary, participants may be notified to appear at special court hearings at any time.

Yes, there are two Oregon Veterans' Homes, located in The Dalles and Lebanon. These homes are run by the Oregon Department of Veterans' Affairs. 

Yes; For a permanent dwelling all plumbing fixtures must be connected to an approved wastewater treatment system. The RV as a dwelling must have potable water, toilet, cooking and cleaning components that will generate wastewater that must be treated and disposed in an approved manner. In most cases in the rural county, the only approved method for wastewater treatment and dispersal is an approved onsite wastewater treatment system (septic system).

If you are moving to Deschutes County from out of state, you are required to license your dog in Deschutes County within 30 days. Licenses from other states are not recognized in Oregon.

Create a profile on the Oregon Home Care Commission registry at https://or-hcc.org.  This is a great website designed to connect potential Employers and PSW’s.  PSW’s can “advertise” themselves by creating a profile; Employers can then search all PSW’s.  Employers can create a “help wanted” ad which PSW’s can then browse and respond to.  To access the registry, PSW’s must have their provider number (meaning they have a current Criminal History Check and Provider Enrollment Agreement).  Please note, the registry is run by Oregon Home Care Commission and is separate from the Deschutes County office.
Tip: When using the registry, enter LESS search criteria to bring up MORE results.
NOTE: If you find a client to work with, the next step is to contact Deschutes County for a new packet of paperwork.  The PSW may NOT begin working until this paperwork is completed, as they must get set up with that new client specifically.  This does not take long as we usually do not have to wait for a new Criminal History Check.

A building is ready for final inspection when all work covered by the permit has been completed. Minor items that are not required to be complete are interior trim, interior painting, flooring (unless needed to install required plumbing fixtures or appliances), Etc..

The short-term rental order does not prohibit reservations needed for permitted essential travel, including reservations needed for health, safety or employment.  If neighbors have a known violation related to the continued use of short-term rentals to large groups or gatherings, they can call (541) 693-6911 to report the violation. Reports may be filed quarterly only when the monthly amount of tax due is $50.00 or less. The quarterly reporting periods are based on calendar quarters January-March, April-June, July-September, and October-December.  Reports are due the 15th of the following month; ex, January-March report is due by April 15th.

When proposing to make a new connection to an existing onsite wastewater treatment system (septic system), an Onsite Authorization is required per Oregon Department of Environmental Quality rules. With over 900 miles of road to clear and thousands of driveways accessing County road facilities, the Road Department cannot direct limited snow/ice resources to the clearing of individual driveways and still provide adequate service to the clearing of roads and travel lanes.  We apologize for the inconvenience that is created when berms are places across driveways.  The Road Department does provide a medical exemption for elderly and disabled residents.  Applications for a medical exemption may be obtained by contacting the Road Department at 541.388.6581 or road@deschutes.org.

Yes, even though these 3rd party intermediaries should be collecting and remitting the transient room tax on your behalf, we still need for you to report the total gross rent (nightly rental rate, cleaning fees, and any other mandatory fees) that they used to calculate the tax, as well as any gross rents that you did on your own. The online reporting form allows you to back out the amount of gross rent from these online platforms so the tax will not be collected twice. These companies only send one check for multiple accounts with no specific identifying information. We’ve been told that the information is confidential between the property owner and them. We need your assistance to continue to get the necessary geographical/financial statistics as well as a way to validate their payments.

• The total tax levied on personal property becomes delinquent whenever any installment is not paid on or before the due date. The Tax Collector may send a notice of delinquency showing the total amount due, including interest, when any tax payment is not made.

If no payment is made in response to the delinquency notice, the Tax Collector must;

• Issue a property tax warrant (a lien and a $53.00 fee applied to account).

The federal "Help America Vote Act 2002" now requires individuals registering to vote in federal elections to provide identifying information with their voter registration card.  These federal requirements require a person registering to provide the following identifying information with the voter registration card:

The conversion of an existing residence to an ADU must be completed simultaneously with the permitting process to construct a new residence. The existing structure must meet all the relevant planning, onsite wastewater, and building requirements. All necessary conversion permits must be finalized during the new primary dwelling review. Applicants should be aware that depending on when and how the original residence was constructed, there may be additional challenges and expenses associated with residential conversions to meet all relevant ADU standards.

If you do not sign your return envelope, you will receive notification from the Clerk's office.  You may come into the Clerk's office and sign your envelope prior to 5:00 pm on the 14th day after Election Day so your ballot can be counted.

No one can sign the return envelope on behalf of a voter, even if there is a power of attorney in place. The ballot will not be counted.

Yes, Deschutes County Code allows an attached garage space in addition to an ADU which does not count towards the 900-square-foot "useable floor area" regulation. Attached garages do not have specific size limitations, but development plans will be considered on a case by case basis. Attached garages cannot contain separate rooms or partitions which could be confused for additional living spaces. Garages can contain certain appliances such as washing machines and dryers, but cooking facilities are not allowed.

Every year in September the mortgage companies request the tax accounts they anticipate paying in November. This is how the mortgage information shows up on your tax bill every year. If you have paid off your mortgage, refinanced, or have a brand new loan since July 1st it is possible that the lender information may be incorrect. It is the property owner's responsibility to know whether or not they need to pay or their mortgage company will be paying the taxes. Generally, if you receive a yellow bill from the County this indicates a lender has requested your information. If you receive a green bill, no lender requested your information from us in September.

Interest and penalties will be assessed. Failure to include the certificate number on rental advertisements is a Class A violation.

These two sections on the timesheet are required for any timesheet submitted on or after 7/1/16.  If either of these two sections are left blank, that timesheet will NOT be processed for payment.  Service Goal is the goal that this service is helping the client to achieve, such as “Increase community inclusion” or “Help Johnny increase independence with hygiene.”  Talk to your Employer if you are unsure of the service goal; the client’s ISP may speak to this.  Progress Notes explain how you helped the person to meet their goals, and/or any other information that is relevant for the Service Coordinator to know, such as “I worked with Johnny on his mobility issues.  During our work I noticed that he is having more problems getting in and out of the tub” or “Lisa and I worked on keeping her house clean.  We worked on Lisa’s bathroom, living room, and kitchen.  Lisa is quickly learning how to work with a vacuum and can now plug the vacuum in and do small rooms.  She gets tired when working on large rooms and still has a hard time not running over the cord.  She also needs reminding to roll the cord back up when she is done.”

Oregon State Statute (ORS) and the Deschutes County Code requires that lawfully established ADUs must contain no greater than 900-square-feet of “useable floor area,” measured as follows:

After reviewing the County’s regulations, submit a complete application, which includes:

1. Land use fee
2. A copy of the deed showing current ownership of the property
3. A written statement and other documentation that shows how all required standards will be met
4. A Plot Plan, which shows:
   • Property boundaries, road access, setbacks, location and size of existing and proposed buildings, septic system, well, exterior lighting and other improvements
   • Special topographic features (including rivers, streams or rimrock)
   • North arrow, scale

In 2022, Oregon became the fourth U.S. state to pass a law creating a statewide mattress recycling program. Senate Bill 1576 requires mattress manufacturers to establish an extended producer responsibility (EPR) program, making it easier for consumers to recycle unwanted mattresses. The Mattress Recycling Council is assisting in creating recycling options as the county works on setting up more robust program.

Mattresses can be accepted at Deschutes Recycling located at Knott Landfill. 4 mattresses per person daily.

Mattresses can also be accepted through on Fridays 8 a.m.- 12 p.m. through August at; On the Move Movers, Moving Company, 1350 SE Reed Market Rd.

The order doesn’t prevent an owner from using their second home, but it would restrict them from renting their second home to another party. 

An attorney may be hired or appointed by the Court. The Court appoints an attorney when a person cannot afford one. Attorneys are only appointed when a youth faces a charge that may lead to detention or placement in a youth correctional facility. A Juvenile Court Clerk will provide an application for a court appointed attorney when the youth makes their first appearance in court

2. If Free-Standing:  provide a sanitary, frost-protected yard hydrant equipped with a listed anti-siphon backflow device; designed for year-round use.

When a client is authorized to receive in-home attendant care, the client/guardian may choose to receive that service by:
- Contacting an agency provider, and the agency will send their staff into the home to work with the client 
     AND/OR
- Become an Employer, and hire their own PSW’s to come into the home to work with the client.
For agency providers, it is the agency’s responsibility to obtain client/guardian signatures on invoices and submit those invoices directly to Deschutes County for payment.  For PSW’s, it is the responsibility of both the PSW and Employer to ensure timesheets are complete and accurate (including signature of PSW and Employer), and to submit timesheets to Deschutes County.  PSW’s are also responsible for entering their times into eXPRS.  For details about how to get a PSW paid, see the “Instructions-Approved to Work” form below.

If the free-standing deck/stair is 30-inches or less above ground, no permit is required. If the free-standing deck/stair is more than 30 inches above ground, a residential structural permit is required. In most cases, the existing septic system has likely been sized to serve only the existing residence onsite. To construct an ADU, the existing system must be upgraded or a new separate system must be installed. Modifying existing systems is often complicated and may not be feasible, so a separate system may be the preferred option. In all cases, applicants will be required to apply for a septic site evaluation prior to submitting a formal development application for an ADU. Short term rental bookings for stays that begin after April 1 are prohibited through May 15, regardless of when they were booked, unless they fall into one of the exempted categories outlined in the order.

Site evaluations typically take approximately 4 weeks, depending on weather and staff capacity. Winter weather can delay site evaluations because of snow cover or frozen soil.

Knott landfill is estimated to reach capacity in 2031. To plan for the future, Deschutes County developed a Solid Waste Management Plan (SWMP) in 2019 to provide a roadmap for meeting the challenges of solid waste management in a growing community. The SWMP also assessed disposal options such as alternative technologies, transporting waste to out-of-County regional landfills, and siting a new landfill in Deschutes County. The recommendation was to site and permit a new Solid Waste Management Facility (Landfill) within Deschutes County.

Pursuant to Oregon State Statute (ORS) and the Deschutes County Code, ADUs will only be allowed within rural residential exception areas, which do not include unincorporated communities such as Tumalo, Terrebonne, or Sunriver. Additional development opportunities may be available in these areas contingent on individual site characteristics, zoning standards, and onsite wastewater requirements.

Decomposing waste produces landfill gas, which is primarily composed of methane, carbon dioxide, nitrogen, and oxygen. Between 45% and 60% of landfill gas is made up of methane, which is constantly being flared which emits carbon dioxide into the air.

Deschutes County’s Knott landfill is working in partnership with Cascade Natural Gas Corporation (CNGC) to build a facility that will convert landfill gas into Renewable Natural Gas and inject it into Bend's natural gas distribution system. This initiative is part of broader efforts to manage waste and reduce reliance on traditional energy sources.

Yes; an RV rental unit requires a unique address from the primary residence and must be posted at the driveway access point as well as at the unit.  The Deschutes County Property Address Coordinator will provide this new address. 

In general, the Planning Division will rely on DIAL, the Deschutes County online property information resource, for official determinations regarding property sizes. However, if an applicant has supplementary information such as a survey filed with the Deschutes County Surveyor’s Office which shows differing property sizes, they are encouraged to present that information to the Planning Division for consideration. Ultimately, any decisions regarding discrepancies on property size from the information listed on DIAL will be considered on a case by case basis.

Medical sharps such as lancets and hypodermic needles from home self-medicating healthcare are accepted free of charge at the Knott Landfill scale house or the transfer stations in Sisters, Redmond and La Pine. The sharps must be in a sealed leak-proof, puncture-proof metal or plastic container (no glass), and must be labeled, "Sharps." These are available for purchase at most pharmacies and medical supply retailers. Please contact the site attendant for disposal directions.

Asbestos containing material (ACM) is accepted at Knott Landfill. Solid Waste Department approval is required at least 24 hours prior to delivery. There is special documentation, handling and packaging requirements for ACM, and requirements vary, depending on the form and condition of the ACM.  Advisories and fact sheets on asbestos regulations, safety, handling and other related topics can be found at the DEQ website.

A DEQ ASN-4 form and a Special Waste Application must be submitted to specialwaste@deschutes.org and approved prior to scheduling delivery of asbestos delivery to Knott Landfill.  There is a $50.00 charge per application fee. The disposal rate for ACM is $0.06/pound, with a minimum charge of $125.00. 

For petroleum contaminated or other contaminated soil, a Special Waste Disposal Application is required to be submitted with the appropriate laboratory analytical reports and approved prior to scheduling delivery to Knott Landfill. There is a $50.00 charge per application fee. The disposal rate for contaminated soil is $0.0225/lbs.

Properties owners can utilize an ADU on a long-term rental basis. However, pursuant to Oregon State Statute (ORS) and the Deschutes County Code, property owners who establish an ADU will be prohibited from utilizing either the primary dwelling onsite or the ADU as a vacation rental. Vacation rentals are defined as units which meet all the following characteristics:

• The occupant rents the unit for vacation purposes only, not as a principal residence; and
• The occupant has a principal residence other than at the unit; and
• The period of authorized occupancy does not exceed 45 days.
