REQUEST FOR BIDS

LANDFILL GAS UTILIZATION PROJECT-KNOTT LANDFILL

Deschutes County Department of Solid Waste is soliciting proposals from experienced and qualified firms for the development and implementation of a landfill gas utilization project at Knott Landfill located in Bend, Oregon.

In general, the services to be provided include:

  • Financing of the LFG conversion project
  • LFG conversion facility planning, design, permitting for project development and implementation (land use, construction, operation, etc.)
  • LFG conversion facility construction, operation, maintenance,  regulatory compliance, decommissioning at the end of service life
  • LFG and/or conversion product marketing, sale and distribution
  • GCCS operation, maintenance, expansion, and regulatory compliance
  • Regulatory and permit compliance for LFG emissions, migration control and nuisance odor control.

The Request for Proposal may be obtained or examined at the Deschutes County Department of Solid Waste offices at the address listed below or viewed at https://www.deschutes.org/rfps.

Proposals must be received by 4:00 p.m. on Wednesday, February 9, 2022, at the Deschutes County Department of Solid Waste office, 61050 S.E. 27th Street, Bend, Oregon 97702.  Proposals should be addressed to Chad Centola, Interim Director of Solid Waste. Proposals may be submitted in person, by mail at the address listed above or electronically to chadc@deschutes.org and must be received by the Department of Solid Waste by the due date and time specified above.
