Deschutes County Justice Court and the Redmond Police Department are working together with Verra for the Photo Enforcement Program. Photo enforcement cameras will be permanent, semi-permanent, and mobile throughout the city of Redmond. The various intersections chosen for photo enforcement have been deemed as problematic intersections where ODOT and the Redmond Police Department would like to see improvements by modifying driver’s behaviors to make our roads safer. Drivers can receive photo enforcement citations for either a red-light photo or for speed enforcement at designated intersections.
Interpretive Services will be available on specific court sessions. If you are a Spanish speaker who would like to have an interpreter help you talk to the judge, please contact the court to receive an interpreter arraignment date. You may also submit your letter of written appearance in Spanish to the court.

If you have received a Photo Enforcement Citation. What are your options?
You may choose one of the listed options below on or before your appearance date, which is listed at the bottom of your citation (the summons). More information about our court and processes can be found at www.deschutescounty.gov/court.
1) Enter a plea of no contest and pay the presumptive fine by completing any of the following three methods:
- Pay online: Put the last 2 digits of the year you received the citation in front of the summons number OR put in your driver’s license number to pull up your account(s) to pay online.
- By mail to our physical address, PO Box, or the court’s drop box located in the parking lot behind Redmond City Hall;
- Personal appearance before the clerk of the court.
2) Enter a plea of no contest in writing with an explanation to the judge:
The clerk of the court is not able to take your explanation into consideration when imposing a fine. You must submit your plea and explanation to the Judge for consideration. When submitting a written appearance, please include your name, current mailing address, citation number, and date of birth. The judge will make a decision, and the court will mail you the disposition (judge’s decision).
- Mail your no contest plea & written appearance to our physical address, PO Box, use the court’s drop box located in the parking lot behind Redmond City Hall, or drop it off with a clerk during office hours.
3) Certificate of Innocence (Personal Drivers):
If you were not the driver at the time of the citation, using the enclosed forms you received, send the Certificate of Innocence (COI) and a legible photocopy of the front and back of your driver’s license to Deschutes County Justice Court.
- The completed COI and the photocopy of the driver’s license must be received before your arraignment date or else it will not be processed. If you were not the driver at the time the offense occurred, the citation against you shall be dismissed upon the court’s receipt of your completed COI. The court will send the Redmond Police Department your COI. The high-resolution images captured during the citation will be reviewed with the information you provided, and if it is determined that you were the driver, a new citation will be issued to you. If it is determined that you were not the driver, no further action will be taken. If RPD can identify the person operating the vehicle, a new citation will be issued to that person.
4) Affidavit of Non-Liability (Commercial and Business Drivers):
When a citation is issued in the name of a “business” an Affidavit of Non-Liability is included with the citation packet. This form will give the registered owner the opportunity to identify who was operating the vehicle at the time of the violation.
- The completed Affidavit of Non-Liability must be received before the arraignment date. The court shall dismiss the original citation against the registered owner and forward the Affidavit to the Redmond Police Department. RPD will enter the updated driver information and reissue a new citation to the named driver.
5) Enter a not guilty plea & request a trial:
You have the right to enter a plea of not guilty. You can either enter the plea by mail (sign the summons or write a letter), email, or at your arraignment. Upon entry of a not guilty plea, the court will schedule a trial date.
- If you are unable to attend the trial in person, a Waiver of Appearance and Testimony by Affidavit will be provided with your trial packet. A trial by affidavit is your written sworn testimony and your signature must be sworn to by a clerk of the court or notarized (ORS 153.080).
6) Appearance at court on your arraignment date:
- Fines are set by the Legislature which has established a minimum and a maximum fine for each category of ticket. The “presumptive fine” amount on a ticket is the fine amount. The Judge may choose to reduce the fine if you have a good driving record, depending on the circumstances.
- If you are unable to appear on your scheduled arraignment, you may contact the court to request a new arraignment date, if it is within the 7-day grace period. If it is after that date, you can only appear in writing to tell the judge what you want the court to know about your citation.
- If you were scheduled for court on a non-court day, for example a holiday listed on our website, you will receive a new arraignment date in the mail. Please verify the address on the citation has a current mailing address for you or update the court.
