Proposal Summary
The applicant requests approval of a Comprehensive Plan Amendment to change the designation of the subject property from Forest to Rural Residential Exception Area (RREA) and a corresponding Zone Change to rezone the subject property from Forest Use 2 (F2) to Multiple-Use Agricultural (MUA10). The total area subject to the request is 58 acres.
The applicant states that the purpose of this request is to ultimately be brought into the City of Sisters Urban Growth Boundary so the applicant can develop a needed housing residential development that has 30% NET developed units that meet a definition of affordable housing to meet the City's future housing needs. However, this application request does not include a request to expand the City of Sisters UGB.

Proposal Status
The initial Hearing's Officer hearing was held on April 7, 2025 at 1pm. The April 7, 2025 hearing recording can be viewed by visiting www.deschutes.org/meetings.
Following the written open record period, the Hearing's Officer issued a recommendation of approval to the Board of County Commissioners on June 25, 2025. The recommendation can be viewed in its entirety below under "Decisions, Memos, Orders, and Staff Reports."
A future public hearing date before the Board of County Commissioners has not been set. This website will be updated and a Notice of Public Hearing will be mailed to all parties once that is known.
Process Overview: The Hearing's Officer is the Hearings Body for the initial hearing. The Hearing's Officer will provide a recommendation to the Board of County Commissioners who will hold another public hearing to take testimony on the matter. After the hearing and any applicable open record periods, the Board will deliberate and make a decision on the application. The Board decision is the final local decision.
