Proposal Summary
The applicant requests amendments to Deschutes County Code (DCC) Chapter 18.04, Title, Purpose and Definitions, Chapter 18.76, Airport Development Zone, Chapter 18.80, Airport Safety Combining Zone, and Chapter 18.120, Exceptions. The Federal Aviation Administration has accepted the Bend Municipal Airport as a candidate to construct an air traffic control tower, through the Federal Contract Tower Program. The purpose of the proposed text amendments is to clarify and modify the standards which apply to air traffic control towers. The proposed amendments will modify Deschutes County Code to add a definition of an air traffic control tower, establish air traffic control towers as a use permitted outright in the Airport Development Zone, and modify the height limit so that air traffic control towers can be up to 115 feet in height.

The Airport Development District zoning currently only applies to the Bend Municipal Airport. The Bend Municipal Airport includes the following addresses and tax lots:

Proposal Status
A public hearing was held before a Hearings Officer on October 2, 2023, and the Hearings Officer's recommendation was mailed on November 21, 2023. The Hearings Officer recommended approval of the Text Amendment and on December 13, 2023 the Board of County Commissioners adopted an ordinance approving this Text Amendment.
