On December 21, 2022, the Board of County Commissioners issued a decision granting approval of a Plan Amendment and Zone Change request to change the property's zoning and comprehensive plan designation from Agricultural/Exclusive Farm Use to Rural Industrial. The decision was subsequently appealed to the Oregon Land Use Board of Appeals (LUBA) on January 10, 2023. LUBA found the decision required additional findings, and remanded the decision back to the County for additional review. The County has 120 days from receipt of the request for remand initiation to issue a final decision on the application.

Proposal Status
A Public Hearing was held before the Board of County Commissioners (BOCC) on June 28, 2023. The open record period approved by the Board concluded on July 26, 2023 upon submittal of the applicant's Final Legal Argument. Deliberations before the Board were held on August 16, 2023 and concluded with the majority of the BOCC voting to approve the request. 1st reading of Ordinance 2023-015 is scheduled for August 30, 2023 with 2nd reading scheduled for September 13, 2023.
