Draft Environmental Assessment
Deschutes County Hazardous Fuels Reduction Project
The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is proposing to fund Deschutes County for the Deschutes County Hazardous Fuels Reduction Project (Project). Funding would be provided by the Hazard Mitigation Grant Program (HMGP) as authorized by Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act. FEMA has prepared a Draft Environmental Assessment (EA) for the proposed project pursuant to the National Environmental Policy Act of 1969 and FEMA’s implementing Instruction. The Draft EA evaluates alternatives for compliance with applicable environmental laws, including Executive Orders 11990 (Protection of Wetlands), 11988 (Floodplain Management), and 12898 (Environmental Justice). The alternatives that are evaluated in the Draft EA are (1) no action and (2) wildfire fuels reduction work across three treatment areas: (a) about 975 acres of County-owned land one mile east of the City of Redmond; (b) in Homeowners Association (HOA) common areas in the Eagle Crest residential development, including 145 acres in West Ridge and 193 acres in East Ridge; and (c) 289 acres of private parcels and 14 acres of HOA common lands in the Odin Falls residential development.

A hard copy of this EA is available for review between 9am and 4pm at the Deschutes County main office at 61150 SE 27th Street, Bend, Oregon, 97702. If no significant issues are identified during the comment period on the Draft EA, FEMA will finalize the Draft EA, issue a Finding of No Significant Impact (FONSI), and fund the project. The FONSI will be posted to FEMA’s website. Unless substantive comments on the Draft EA are received, FEMA will not publish another public notice for this project. The deadline for submitting written comments on the Draft EA is February 5, 2021.
