David Doyle - Deschutes County Legal Counsel
Dave is the head of Deschutes County Legal Counsel, beginning his employment in April 2014. He supervises three Assistant Legal Counsel, and two support staff.
Dave began his legal career in 1986. His experience includes the positions of Deputy District Attorney, private attorney, City Attorney, and 20-years as County Counsel for Polk County, Oregon. Dave is Chief Counsel to the Board of County Commissioners, maintains a full caseload, and manages contracts and case assignments. He and County Administrator Tom Anderson, are the only two employees of Deschutes County who answer directly to the Board of County Commissioners.
The Deschutes County Legal Counsel is the provider of legal services to County elected and appointed officials, County departments, various boards (e.g., Fair Board, Dog Board) and Commissions (e.g., the Planning Commission).
The Deschutes County Legal Counsel represents Deschutes County, which is a political subdivision of the State of Oregon. Legal Counsel does not represent residents of Deschutes County, and does not represent any of the elected officials and employees in their individual capacities. The Legal Department only provides representation and opinions to the elected officials or employees for matters involving their official capacities.
