The Deschutes County Juvenile Community Justice Administrative Team is responsible for the direction, oversight and coordination of department operations. We work closely with other youth–serving agencies, county departments, a local public safety coordination council, and other community organizations to develop an integrated system of juvenile services in Deschutes County.

Bob La Combe has developed programs and facilities for delinquent youth for over 20 years. Prior to working in the juvenile justice system, Bob was an Executive Director of a nonprofit child care organization. During his tenure with Juvenile Community Justice, Bob developed a continuum of care model based on the Balanced and Restorative philosophy. The continuum components include development of a restorative community service program, youth conservation corps, accountability-based graduated sanctions, sex offender treatment, and both short and long-term, intensive residential treatment programs. One of Bob' s special efforts includes managing a Habitat for Humanity initiative, constructing new homes with the work of juvenile offenders. Bob has provided training and technical assistance to numerous jurisdictions studying the community justice model, and has served on the faculty of the National Judicial College.

Deevy Holcomb

Deevy Holcomb has a Master of Arts Degree in Women's Studies / International Development from Rutgers University and a Bachelor of Arts in Sociology from Occidental College. She has worked in social services policy and program development for 13 years. Presently, Deevy is responsible for the Deschutes County Juvenile Community Justice's evaluation and research activities, as well as grant writing and monitoring. Prior to Deschutes County, Deevy was the Research and Information Coordinator for the Institute for Democracy in South Africa's local government program in Pretoria, South Africa. She was also Research and Publications Coordinator for the Center for Women's Global Leadership, based at Rutgers University. Deevy has authored and coauthored several articles, book chapters, and monographs on social service, juvenile justice, gender and local government topics.

Jennifer La Marche

Jennifer La Marche has a Bachelor of Arts Degree in Psychology from the University of Washington. She has performed in several capacities of the social services environment for over 17 years. Jennifer currently serves as communication liaison for issues related to Deschutes County Juvenile Community Justice. Her scope of responsibilities focus primarily on public awareness activities, such as creating, designing and producing publications directed toward the general public, outside agencies and community leaders. She also maintains the Juvenile Community Justice website. Jennifer facilitates the internal communication plan, including organizing documents related to department and team–related operations. Her goal is to help contribute products that help each team achieve its established internal goals and publicized benchmarks. She acts as a resource for staff preparing public presentations and serves as managing editor for the department's internal newsletter. Jennifer is the key contact for external requests for general Juvenile Community Justice and program–specific information.
