County Jurisdiction & Regulations
The County has jurisdiction for planning and setting land use policies outside the Urban Growth Boundaries (UGB’s) of the Cities of Bend, Redmond and Sisters. A UGB is a boundary designated around a City where urban development is planned for 20 years of projected growth. The "law" that is applied to an application for a land use in the County is found in the comprehensive plans and land use ordinances. Comprehensive plans and land use ordinances are enacted by the Board of County Commissioners upon the recommendation of the Planning Commission. The county recently delegated its authority for most land use planning in the UGB’s to the City Planning Departments.
Comprehensive Plans and Zoning Ordinances
County regulations are contained in the County Code and organized by “titles”. County land use regulations include:
Title 18: The Deschutes County Zoning Ordinance
Title 17: the Deschutes County Subdivision and Partition Ordinance
Title 22: the Deschutes County Land Use Procedures Ordinance
