REQUEST FOR QUALIFICATIONS

 

Youth and Community Education, Outreach and Behavior Change

INTRODUCTION

The Deschutes County Department of Solid Waste (County) seeks assistance in developing and delivering waste prevention, reuse, recycling and composting education, promotion and behavior change programs to youth, residents and businesses in Deschutes County. Services provided will help the County meets its waste prevention and recycling education and promotion obligations under state law and help the County qualify for annual recovery rate credits from the Oregon DEQ. It is anticipated that the County will enter into a personal services or grant agreement for services rendered for this project.

 

The County is seeking statements of qualifications (SOQ) from interested qualified firms, organizations, or teams detailing their experience in providing the desired services.

 

SOQ REQUIREMENTS

At a minimum, SOQs must include the following:

  • A list of past projects that show expertise in developing and delivering waste prevention, reuse, recycling and composting education, promotion and behavior change programs that target youth, residents and businesses.

  • Resumes of key personnel who would be working on the project that detail their relevant expertise in this area.

  • Other information that would demonstrate knowledge and expertise in services required, or those that may be beneficial.

Five (5) copies of each SOQ must be received by 3:00 p.m. on Friday, July 23, 2010. Emailed submittals will be accepted, but only as one consolidated Word or pdf file (not as multiple files). Late or faxed submittals will not be accepted. SOQs must be addressed to:

EVALUATION CRITERIA

SOQs will be evaluated based on the following criteria

  • Company/Team Capabilities - A high score indicates the company/team demonstrated the range and depth of background, experience, skills, and resources necessary to successfully provide the services for the project.

  • SOQ Conciseness and Clarity - SOQs should be restricted to providing information relating to the subject at hand. SOQs that include excess information on other services which are not germane to developing and delivering waste prevention, reuse, recycling and composting education, promotion and behavior change programs that target youth, residents and businesses will score low.

  • Other – The evaluation team may have other issues that they feel are important in the selection of a company/team, including experience and the ability to solicit and secure additional funding partners for the program.

CONSULTANT SELECTION

All SOQs submitted by the due date will be reviewed by the evaluation team. Based on the evaluation of the SOQs, the evaluation group will recommend either:

  1. Selection of the top ranking company/team to enter into contract/grant negotiations for service delivery; or

  2. Short-list the top scoring consultants and either soliciting requests for proposals or holding interviews.

This RFQ is not a contract/grant offer and this solicitation in no way obligates Deschutes County to award a contract or grant, nor will Deschutes County assume any liability for the costs incurred in the preparation and transmittal of responses to this solicitation.
