State/Local concerns of drug use, and national disease epidemics with HIV and Hepatitis have made experts look into ways to decrease further transmission.  Needle exchange programs are an excellent way for health professionals to gain access to the those who use injection drugs in hopes of teaching harm-reduction principles, and increasing access to treatment programs.
