Project Summary:
The High Groundwater Work Program is funded by the Oregon Department of Land Conservation and Development (DLCD) with local support from Deschutes County. The Technical Assistance Grant (Grant No. TA-R-09-178) between Deschutes County and DLCD will provide support for a technical committee and public involvement process to explore land use, water quality and natural resource issues in southern Deschutes County.
Key Project Goal:
Understand and evaluate the potential for development in high groundwater areas in relationship to other natural resources and impacts to existing development and public infrastructure.

Why is the County exploring the potential for development in high groundwater areas?
During the public participation process for the Local Rule for Onsite Wastewater Treatment Systems in south Deschutes County, comments from the public and from the Oregon Department of Environmental Quality suggested that the potential to develop in high groundwater areas should be re-examined.
The County applied for and was awarded a Technical Assistance grant from the Oregon Department of Land Conservation and Development to get feedback from stakeholders (residents, business owners, agencies, etc.) on whether to pursue mechanisms to allow development in high groundwater areas.
The work program begins with a series of working group meetings to compile the available information on natural and other resources that would be affected by development. This information will be reviewed to ensure that it is in a form that can be easily understood by a non-technical audience.
The next phase of work involves a series of public workshops to take public comments and suggestions.
Ultimately, the compiled information and feedback produced by this project will be used in the County's comprehensive plan update for the south county region.
