A public hearing allowing testimony on the full draft Community Plan, including draft goals and policies, was initially held on Thursday, August 10. The Planning Commission held a continued public hearing on August 24, 2023, scheduling initial deliberations on the proposal for October 12, 2023. The Planning Commission conducted continued deliberations on October 26, 2023 and voted unanimously to recommend adoption of the TCP including several amendments related to park district policies, multi-family housing, public art, and community engagement. The Planning Commission's recommendation was be presented to the Board of County Commissioners at a December 4, 2023 work session and a December 6, 2023 public hearing. At the conclusion of the December 6, 2023 public hearing, the Board of County Commissioners voted to keep the written record open until Wednesday December 13, 2023 at 4:00pm to collect any additional public input. On March 27, 2024, the Board of County Commissioners deliberated on the proposal, closed deliberations, and voted to approve the TCP with amendments. The Board's decision will be captured in an Ordinance and presented to the Commissioners for first reading on April 24, 2024 and second reading two weeks later on May 8, 2024. .

Project Overview and Current Phase

 

The Deschutes County Planning Division has initiated an update of the Tumalo Community Plan (TCP) to provide a guide for development, capital improvements, and land use planning for a 20-year period from 2020-2040. 

Throughout the process, staff will be holding community outreach events to hear from the public about issues, ideas, concerns, and hopes regarding how Tumalo will develop from 2020-2040. The current TCP was developed in 2012 and covered 2010-2030, and is posted below under "Supporting Documents". The update is expected to take 18 to 24 months and will conclude with public hearings before the Deschutes County Planning Commission and the Board of County Commissioners.

The following past community events have been held to collect feedback for the plan update.

  • Kickoff open house on Wednesday, May 11, 2022, at the Tumalo Community School gym
  • June 8 walking tour with active transportation consultant
  • Meet a Planner Series - 1:1 conversations at Tumalo Coffeehouse/online June 13-17, 2022
  • Active Transportation Storymap (closed July 13, 2022)
  • Existing Conditions and Community Vision Survey (June 28 - July 22, 2022)
  • In-person open house #2 on August 22, 2022, at the Tumalo Community School gym

Please note, the Tumalo Sewer Feasibility project is a separate initiative led by the County Road Department.
